GAFSP announces 2021 Call for Proposals

The Global Agriculture and Food Security Program (GAFSP) Steering Committee has launched its sixth GAFSP Call for Proposals and is currently accepting proposals for grant funding for new (i) Country-led and (ii) Producer Organization-led projects in the context of the ongoing COVID-19 global pandemic.

The Global Agriculture and Food Security Program (GAFSP) Steering Committee has launched its sixth GAFSP Call for Proposals and is currently accepting proposals for grant funding for new (i) Country-led and (ii) Producer Organization-led projects in the context of the ongoing COVID-19 global pandemic.

This funding will support medium- to long-term COVID-19 response efforts for a more sustainable, inclusive, and resilient recovery of agriculture and food systems in a changing climate.

The Country-led modality aims to fund projects that support eligible countries to address priority public sector investments and enable private sector development opportunities in line with country-owned agricultural investment plans.
• This Call for Proposals is seeking technically sound proposals that not only justify the proposed public sector investment, but also identify opportunities for complementary private sector engagement and that, by design, support the creation of a conducive environment for private sector investment.
The Producer Organization-led modality builds on the experience of the Missing Middle Initiative (MMI) pilot to strengthen the institutional capacities of Producer Organizations as key economic players in the value chain.
• This Call for Proposalsis seeking technically sound proposals that not only justify the proposed PO-led investments, but also seek to support the professionalization of POs in their business ventures while addressing local supply and market failuressuch as low access to commercial credit sourcesthat inhibit the development of a productive agriculture value chain and the creation of a conducive environment for further private sector investment, especially by smallholder producersand their organizations.

Funding Information
The GAFSP Steering Committee expects to allocate an indicative amount of US$125 million to the 5-8 highest-ranked Country-led proposals, and approximately US$25 million in funding to 8-10 successful Producer Organization-led proposals.

Eligibility Criteria

• Country-led: This Call for Proposals will be open to all members of the International Development Association (IDA) that are classified as active IDA-only countries, i.e., those countries that are eligible to receive financing from IDA and not from the International Bank for Reconstruction and Development (IBRD) and that are not in non-accrual status.
o Eligible Countries: Benin, Burkina Faso, Burundi, CAR, Chad, Comoros, Congo Democratic Republic of, Côte d’Ivoire, Djibouti, Ethiopia, Gambia, Ghana, Guinea, Guinea-Bissau, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Niger, Rwanda, Sao Tome & Principe, Senegal, Sierra Leone, Somalia, South Sudan, Sudan, Tanzania, Togo, Uganda, Zambia, Cambodia, Kiribati, Lao PDR, Marshall Islands, Micronesia FS, Myanmar, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu, Kosovo, Kyrgyz Republic, Tajikistan, Guyana, Haiti, Honduras, Nicaragua, Yemen, Afghanistan, Bangladesh, Bhutan, Maldives, Nepal.
• Producer Organization-led: This Call for Proposals will be open to POs that are registered and operating in the target GAFSP eligible country and whose mandate is aligned with GAFSP’s objectives. The POs’ primary target group should be smallholder producers, with the aim to professionalize their organizations and improve their members’ livelihoods and profitability, or related small businesses along the food value chain through improved access to finance and other means. The PO will need to partner with one of the seven GAFSP Supervising Entities (SEs).
