Call for Proposals for SMME Booster Fund 2021 – South Africa

The Department of Economic Development and Tourism (DEDAT) is requesting municipalities and organisations implementing business development support projects or programmes in the categories of Business Development Support, Access to Markets and SMME Infrastructure Support to apply for project funding via the SMME Booster Fund 2021.

The Department of Economic Development and Tourism (DEDAT) is requesting municipalities and organisations implementing business development support projects or programmes in the categories of Business Development Support, Access to Markets and SMME Infrastructure Support to apply for project funding via the SMME Booster Fund 2021.

The Fund, in the Business Development Support and Access to Market categories, will support only existing SMME development projects. The projects for which financial support is sought, must have a proven track record of at least three years. The objective of the support provided by the Fund is to enhance and expand existing projects.

In the category of SMME Infrastructure Support, the Fund will consider new and existing projects. The category is open only to Western Cape municipalities. The beneficiaries (SMMEs) of the proposed project must be based in the Western Cape.

The submitted applications must be structured towards one of the following categories:
• Category 1: Business Development Support Programmes with a focus on assisting SMMEs that, are youth owned, women-owned and owned by individuals living with disabilities (including social enterprises).
• Category 2: Access to Markets Support to businesses that want to access economic opportunities in both the public and private sector.
• Category 3: SMME Infrastructure support and enhancement by municipalities that develops SMME activities.

Eligibility Criteria
Qualifying criteria and compulsory supporting documents for the Business Development Support and Access to Market Categories
• The organisation must be in formal existence (formally registered or incorporated) for more than five years. Company registration documents or documents of incorporation (NPO/NPC Registration Certificate, Partnership Agreements, Sole Proprietor Tax Certificate) clearly identifying the Director/s of the company or organisation must be submitted;
• The organisation must be tax compliant at the time of application and at the time of signing an agreement with the Department;
• The organisation must have obtained an unqualified audit opinion during its latest financial period. Audited Annual Financial Statements for the two most recent years (the guidelines in the Companies Act will be strictly applied) must be submitted;
• The project or programme that assistance is being sought for must be in existence for three years or more;
• The value of funding requested from the Department must not be less than R2 million;
• The organisation must demonstrate an own funding contribution of 25% or more of the requested amount. A signed letter by the CEO / CFO or similar executive authority confirming value of co-funding available for the implementation of the proposed project must be submitted; and
• The project or programme must exclusively benefit SMMEs that are based and operating in the Western Cape.
SMME Infrastructure Support (Western Cape Municipalities only)
• The organisation must have obtained an unqualified audit opinion during its latest financial period. Audited Annual Financial Statements for the most recent year must be submitted;
• The value of funding requested from the Department must not be less than R1 million.
• The organisation must demonstrate an own funding (financial or other quantifiable contribution or a combination) contribution of 20% or more of the requested amount. A signed letter by the Accounting Officer confirming the value of co-funding or other quantifiable contribution available for the implementation of the proposed project;
• A signed letter by the Accounting Officer listing and confirming that the required municipal approvals have been secured.
