Recovery Lancaster is seeking applications for the Round 2 of its City Revitalization & Improvement Zone (CRIZ) Small Business Recovery & Sustainability Fund (SBRSF).

The funding was received as part of the annual CRIZ revenues that the CRIZ Authority receives from the Commonwealth of Pennsylvania. These funds can only be used to assist small businesses located in the CRIZ District.

Grant Information
• A total of $1,340,095,000 remains for the grants. 100% of the funds will go to businesses with 50 fulltime equivalent employees (FTE) or less and be awarded based on the applicant’s score.
• Company Size: 1-50 Employees
• Maximum Award (1st Time Awardee): $25,000
• Maximum Award (Received Other Funding Through Recovery Grant Program, CRIZ Round 1, CHIRP): $20,000
• Maximum Award (If Business Started After 1/1/2020): $15,000

Eligibility Criteria
• Entities must have had 50 or fewer total employees by full-time equivalent (FTE) from January 1, 2019-December 31, 2019. (If the business came into 2020 with more than 50 FTE they are not eligible, even if the employee count was reduced later in the year.)
• Entities in existence prior to 2020 must have sustained a revenue loss beginning April 1, 2020 through March 31, 2021.
• Entities with 20 or more FTE must provide an internal payroll report dated between January 1, 2019 –December 31, 2019 showing the total number of hours worked by all employees in the reporting period. The FTE calculation = total hours compensated for all employees / 2080
o If the business started in 2020 or 2021, the calculation would be based on the highest month of employee count / 173.3
• Businesses must not be permanently closed at the time of application and the time of check disbursement.
• Passive businesses (such as commercial and residential landlords) are ineligible.
• A CRIZ business that opened after January 1, 2020 may apply for assistance, but assistance will be limited to rent payments, payments due on business loans associated with the CRIZ location and payments on equipment leases for the equipment used at the CRIZ location. The maximum amount of grant assistance is limited to $15,000.
• Businesses that received funding in Phases I, II or III of the Countywide Recovery Lancaster Fund or the more recent CHIRP grants may apply, however, applicants not awarded in previous Countywide phases will be funded first; grant award amounts to businesses that received funding awards in Phases I, II or III of the Countywide Recovery Lancaster Fund, the CHIRP grants or round one of the CRIZ COVID-19 grants are eligible to receive $20,000.00 for prior awardees.
• Business must agree to a certification and submit a W-9 at the time of application.
