The City of Rancho Cucamonga will be utilizing a portion of its CDBG-CV entitlement funds to implement an COVID-19 Business Relief Grant program that provides grants to micro-and small businesses adversely impacted by the COVID-19 pandemic.

The City of Rancho Cucamonga will be utilizing a portion of its CDBG-CV entitlement funds to implement an COVID-19 Business Relief Grant program that provides grants to micro-and small businesses adversely impacted by the COVID-19 pandemic.
The COVID-19 Business Relief Grant Program funds shall provide support to businesses for payroll, rent, personal protective equipment, and other costs required to resume or expand business operations.
The program will primarily meet the benefit to low- and moderate-income person's national objective.
The COVID-19 Business Relief Grant program will consist of two components:
Microenterprise Assistance
• The COVID-19 Business Relief Grant program will provide grants up to $10,000 to microenterprises adversely impacted by the COVID-19 pandemic. Microenterprise grants can be used for the following purposes:
o Rent/utilities (excluding City-owned utilities)
o Payroll
o Personal Protective Equipment (PPE) supplies required for business operation (The City will not provide reimbursement for any installation-related costs.)
o Business services to increase or alter business activities (i.e., Point of Sale system, website development, outdoor business activities, etc.)
o If rent/utilities are past due and the business is in arrears, the company may request the City to make a direct payment to the landlord and/or utility provider. In such instances, the City will need documentation from the landlord and/or utility provider confirming the amount of arrears owed. The City will evaluate the amount owed to determine if such assistance is necessary and reasonable.
• Microenterprise businesses do not need to provide ongoing documentation and reporting of jobs created and/ or retained due to the CDBG assistance.
Eligible Microenterprise Businesses
The business must meet the following criteria to qualify as an eligible microenterprise:
• Five (5) or fewer total employees (including owner)
• Business owner's family income is less than 80% of the area median
• Business is located within City boundaries
• Owner is 18 years or older
• Business or owner has a DUNS number or will have applied for one at the time of application
• Business has a SAMS number before award (DUNS number is required to obtain SAMS number)
• Business has a valid Federal Employer Identification Number (FEIN), also known as Employer Identification Number (EIN) or Social Security Number (SSN) for sole proprietors
• No person who is subject to the provisions of this program's Conflict of Interest Code has any ownership interest in the business or would otherwise receive a financial benefit from the business
• At the time of application, the business must be in good standing with the City, have a valid business license (if required), no pending health or code enforcement matters proceeding, and not delinquent in the payment of any business license fees or taxes owed the City
• Business was adversely impacted because of the COVID-19 pandemic and can provide supporting documentation illustrating the impact
• Certification that the business has neither received nor will seek other grants, loans, or other assistance from any private, local, state, or federal funding source for the same use as identified in the program application.
Small Business Assistance
• The COVID-19 Business Relief Grant program will provide grants up to $20,000 to small businesses adversely impacted by the COVID-19 pandemic. Small business assistance grants can be used for the following purposes:
o Rent/utilities (excluding City-owned utilities)
o Payroll
o Personal Protective Equipment (PPE) supplies required for business operation (The City will not provide reimbursement for any installation-related costs.)
o Business services to increase or alter business activities (e.g., Point of Sale system, website development, outdoor business activities, etc.)
o If rent/utilities are past due and the business is in arrears, the company may request the City to make a direct payment to the landlord and/or utility provider. In such instances, the City will need documentation from the landlord and/or utility provider confirming the amount of arrears owed. The City will evaluate the amount owed as part of the underwriting analysis.
• Small businesses participating in the City's COVID-19 Business Relief Grant program shall use grant funds to create or retain job(s) to be held by or made available to low- or moderate-income individuals. Each business assisted shall also provide reporting for six months after creating or retaining jobs based on the time the job was created and/or retained. Small businesses that do not create or retain at least one (1) FTE permanent low- or moderate-income job will be required to repay the grant per the grant agreement.

Eligible Small Businesses
The business must meet the following criteria to qualify as an eligible small business:
• Commitment to create or retain at least one FTE permanent job as a result of the COVID-19 Business Relief Grant program; 51% of all jobs created or retained must be held or made available to low- or moderate-income individuals
• Business is located within City boundaries
• Owner is 18 years or older
• Business or owner has a DUNS number or will have applied for one at the time of application
• Business has a valid Federal Employer Identification Number (FEIN), also known as Employer Identification Number (EIN)
• No person who is subject to the provisions of this program's Conflict of Interest Code has any ownership interest in the business or would otherwise receive a financial benefit from the company.
• Business meets the U.S. Department of Housing and Urban Development underwriting standards outlined in 24 CFR Part 570.
• At the time of application, the business must be in good standing with the City, have a valid business license (if required), no pending health or code enforcement matters proceeding, and not delinquent in the payment of any business license fees or taxes owed the City
• Business was adversely impacted because of the COVID-19 pandemic and can provide supporting documentation illustrating the impact
• Certification that the business has neither received nor will seek other grants, loans, or other assistance from any private, local, state, or federal funding source for the same use as identified in the program application.
