Goal
The goal of this program is to increase the technological investigative capacity and associated training of law enforcement, prosecutors, and other professionals to combat child pornography and online child exploitation, including cases of child sex trafficking.
Objectives
OJJDP has developed the following program objectives.
• Category 1
o Support the development, refinement, and advancement of widely used investigative tools, methods, and technologies that address child pornography and child sexual exploitation.
• Category 2
o Increase the amount and availability of skill-based training for the law enforcement community and prosecutorial agencies on tools, methods, and technologies that address child pornography, exploitation, and sex trafficking.
Deliverables
• Category 1: Development, refinement, and advancement of widely used investigative tools, methods, and technologies that address child pornography and child sexual exploitation.
• Category 2: Development and delivery of training for the law enforcement community and prosecutorial agencies on tools, methods, and technologies that address child pornography, exploitation, and sex trafficking. Applicants are expected to develop curricula, create an agenda, identify instructors/speakers, select training sites, provide logistical support, and execute each training event. Applicants proposing to leverage existing curricula to deliver training should include a description of the training, course syllabus, names and affiliations of individuals who developed the training, and a brief summary of any evaluations obtained from the training. Proposals may employ traditional classroom, hands-on laboratory-based, web-based, or other mechanisms for training delivery, depending on the objectives of the training program.

• State governments
For purposes of this solicitation, "state" means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. To advance Executive Order 13929 Safe Policing for Safe Communities, as of October 28, 2020, the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be allocated FY 2021 DOJ discretionary grant funding, as either a recipient or a subrecipient.
