European Union announces Call for Proposals to support Start-ups in Kosovo

The European Union (EU) has announced a call for proposals to support the Start-ups to contribute to strengthening the Kosovo economy by supporting the creation and growth of start-ups via the incubation process.

The European Union (EU) has announced a call for proposals to support the Start-ups to contribute to strengthening the Kosovo economy by supporting the creation and growth of start-ups via the incubation process.

Objectives
The specific objectives of this call for proposals are:
• Specific Objective 1: To strengthen existing incubators and/or support the creation of new ones;
• Specific Objective 2: To increase the number and the sustainability of innovative and growth-oriented start-ups, in particular women- and youth-led start-ups;
• Specific Objective 3: To support the creation of a good digital innovation ecosystem for start-ups with strengthened links with the EU ecosystem

Funding Information
The overall indicative amount made available under this call for proposals is EUR 2,500,000.00. The contracting authority reserves the right not to award all available funds.
Indicative allocation of funds by lot.
• Lot 1 – EUR 1,250,000.00
• Lot 2 – EUR 1,250,000.00

Eligibility Criteria
• Lead applicant(s): In order to be eligible for a grant, the lead applicant must:
o be a legal person;
o be established and operational in Kosovo;
o be an organisation from one of the following categories:
 existing business incubator and/or accelerator (public or non-governmental entity/organisation)
 Public or non-governmental entity/organisation with the intention of establishing a new incubator and/or accelerator
o have experience in the field of provision of business incubation and business support services
o have experience in implementing at least 1 project similar to the CfP, in terms of size of call depending on the LOT applied
o have experience with delivery of grants to start-ups/businesses (at least 1 project with 10+ grants delivered and monitored)
o in case infrastructure works are included in the proposal, the applicant must have available premises for incubation of businesses. The premises shall be of public ownership, or subject to a lease of at least 15 years of the publicly owned building, or a letter of intent shall be provided to confirm that a lease of at least 15 years will be made if applicant is awarded a contract for implementation of activities. In the latter case the lease should be established after the award of the contract but before its signature. If the lease will not be made available the award will be cancelled.
o have sufficient financial capacity to carry out the proposed action or work programme; and
o be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
• Co-applicant(s)
o Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
o Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant.
o Co-applicants must sign the mandate form.
• Affiliated Entity(ies)
o The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
o Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
 Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
 This structural link encompasses mainly two notions:
• Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
o Entities affiliated to an applicant may hence be:
 Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant the same applies to further tiers of control;
 Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
 Entities under the same direct or indirect control as the applicant (sister companies).
• Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
